Ministry of Interior’s budget controlled by ‘disguised’ armed groups

The budget of the Government of the National Accord (GNA)’s Ministry of Interior is controlled by armed groups disguised as officials at invented entities they claim belong to the ministry, top police official Fathi Bashagha said Friday.

Bashagha told “Without Limits” program on BBC News Arabic that said armed groups have influences that dominate political and economic decisions in Libya, practically giving these groups forces “parallel” to the Ministry of Interior.

He added that these groups have caused chaos in the Libyan security system, as they do not comply with the instructions of Libyan institutions.

Earlier on Dec. 30, the minister of interior admitted that financial and administrative corruption impede the ministry from “acting properly.”

During a meeting with officials at the Ministry of Interior, Bashagha said there is chaos in the ministry due to unofficial and disorganized decisions made by some of its employees.

He added that most foreign companies and embassies are willing to return to Libya if stability has been achieved.

“Security chaos in Libya offers propitious conditions for IS and other terrorist groups,” Bashagha said Dec. 25 at a joint news conference in Tripoli with Foreign Minister Mohamed Taher Siala after a suicide bombing at the Ministry of Foreign Affairs.

Bashagha added that since he assumed the position in October, the Ministry of Interior has had no budget to operate with, and faces administrative corruption.
