Libya in 2030: unclear vision despite huge expenditure

Libya has been experiencing rapid economic changes and instability over the last years, and the country’s Vision 2030 remains unclear.

In 2013, the Libyan Ministry of Planning launched Vision 2030 for the “renaissance” of the country and improving economic conditions.

A committee was formed the by ministry to formulate the vision, which included three axes: economic, social, and institutional development, relying on the country’s huge oil sector, which accounts for more than 95% of the public treasury’s resources.

The committee was chaired by Issa Al-Tuweijer, with the membership of 50 consultants and experts in different fields.

The Committee held a number of meetings in 2013 and 2014 before the political split which hindered the state from implementing the vision despite the large government expenditure in this period which reached about LYD 277 billion between 2013 and 2017.

After six years from forming the committee, it had no impact on the state despite the desperate need for such initiatives to revive Libya’s economy, which remains dependent on public institutions suffering from corruption, according to official reports.
