218News reveals the draft of Berlin conference on Libya

218News has received a copy of the Berlin conference draft which included terms that demand disarming armed groups in Libya and disbanding them, then merging the fighters in civilian and military state institutions under the supervision of the UN.

The draft shows that German Chancellor Angela Merkel has invited China, Egypt, France, Italy, Russia, Turkey UK, US, UAE, and high representatives of the UN, EU, AU, and Arab League.

The draft urges Libyan parties to take measures to start the truce that sees halt of hostilities and confidence building measures like exchanging prisoners and dead bodies.

The Berlin conference will call on the police and military institutions to take steps to secure residential areas, infrastructure, oil facilities and other vital locations in the country.

It will call on the parties as well to separate from terrorist groups that are listed by the UN, activating assets’ freeze and travel bans on persons linked to ISIS and other terrorist groups.

Arms Embargo

The Berlin draft says all parties and countries must commit to the arms embargo of the UN Security Council in Libya, urging for halting support for terrorist individuals or groups listed for sanctions by the UN, and calling for holding accountable all those who committed terrorist acts in Libya.

The draft adds that all parties should commit to participating in surveillance missions for violations of arms embargo or incoming support for terrorists in Libya.

Forming Presidential Council and Unity Government

The draft supports the Libyan Political Agreement as the framework for any solution in Libya, saying a new Presidential Council and a unity government should be formed and endorsed by the House of Representatives.

It called for resuming the political process under the auspices of the UN to pave the way for Presidential and Parliamentary elections under the supervision of the High National Commission for Elections.

Activating Laws of the State

The Berlin conference will call on the international community to help Libya keep the arms within the government’s hands, forming national security and police as well as unified military forces under central and civilian authority as per the Cairo meetings for unifying the military institution in Libya.

Economic Reform

The draft stresses the need for transparency and integrity in all state institutions, especially the Central Bank of Libya, Libyan Investment Authority, and the National Oil Corporation as well as Audit Bureau.

Respecting International Law and Human Rights

The draft calls on all parties to respect the international humanitarian law and human rights in several measures in prisons and other judicial institutions, including the release of the people held on arbitrary detention.

It also said that all immigration detention centers should be progressively closed, with taking measures to hold to account those who committed crimes and fired indiscriminate shells on residential areas.

The draft said the Berlin conference aims to end the conflict in Libya by handling the reasons that led to the crisis.
