Libyan document demands political power change and expulsion of failed politicians

A group of civil activists presented a set of demands in a document they called “the August Document”, which was supported by several civil organizations and personalities.

The document demanded that the presidential council and high council of state as well as parliament members, in addition to the leadership of the General Command and the two governments leave power within 180 days, and that “failed political personalities ” should not be merged into new presidential councils, and confirmed their rejection of power-sharing.

The document was endorsed the Fikr Foundation for Democracy and Human Rights, the Libyan Women’s Forum for Peace, the National Forum for Dialogue Development, the Belady Foundation for Human Rights, the Libyan Independent Media Organization, the Peace You Foundation for Comprehensive Development, in addition to the Libyan Foundation for Investigative Journalism.

The document called on the Presidential Council and its ministries to release the detained demonstrators within 7 days, to dismiss the Governor of the Central Bank of Libya, Siddiq al-Kabeer, within 14 days, and the Undersecretary of the Ministry of Health, and to transfer him to the Public Prosecutor within a maximum period of 7 days.

The “August Document” demanded the General Command to evacuate foreign forces from the oil fields and ports, hand them over to the Oil Corporation and lift the force majeure within 28 days, and called for assigning a foreign executive director to run the General Electricity Company, provided that the Audit Bureau approves the appointment.

The document stressed the need to develop a plan for the referendum on the draft constitution submitted to the House of Representatives within a period not exceeding 120 days, and in the event that it is obstructed, the 1963 constitution will be re-enforced.

It called for the cancellation of all military agreements that enhance the foreign presence in Libya and the evacuation of “illegal” foreign bases within 60 days.
