Official Libyan personalities send UN Secretary General a letter about constitution

The 40 members of the Constitution Drafting Assembly submitted a letter to the Secretary-General of the United Nations, António Guterres, with the signatures of more than 30 members from the High Council of State and 10 members of the House of Representatives.

The members informed the Secretary-General of the process supported by the United Nations Mission for Support in Libya, starting with the elections of the Constitutional Drafting Assembly in 2012 and ending with the implementation of the Libyan constitutional map, and supporting it with legal and political expertise.

The letter reminded “Guterres” of the efforts and consultations conducted by the commission until the completion of the draft constitution with a majority of more than two-thirds, represented by 43 votes out of 57, before it was fortified by the Supreme Court, and only the final stage of the referendum remained.

The deputies made it clear that they expected the UN mission to continue with equal enthusiasm to support the Libyans to end the transitional stages and reach a permanent constitution. However, it raised perceptions that ignore the draft constitution and push the country to new transitional stages that would prolong the life of “loss and corruption.”

The letter, addressed to the Secretary-General of the United Nations, asked about the tasks entrusted to the mission in supporting the Libyans, after which it ignored the issue of the constitution, while looking for a constitutional base with external and internal parties that have interests that conflict with the interest of the Libyans in stability.

The deputies expressed their hope from the Secretary-General to redirect the mission in order to advance the constitutional path forward, and to enable the Libyan people to say their final word on the constitutional document through a public referendum.

They posed a question to the Secretary-General of the United Nations, according to which: Which is more deserving of support … a constitutional rule enacted by those elected by the people, or rules that are set by people who choose other than the way of election, and whose characteristics contradict. Ostensibly; With the interest of the Libyans in ending all transitional bodies ?, and how can one judge the purposes of those looking for alternatives to building an integrated constitutional set up by an elected constituent body?

There has been no response from the UN Secretary-General, his private office, or the UN mission in Libya so far.

Initiatives to stabilize a ceasefire between the Libyan factions are continuing in various countries, most of which are under the direct supervision of the United Nations or its support mission in Libya.
