The National Political Program Document, emanating from the Libyan Political Dialogue Forum, held in Tunis, revealed the preliminary stage for a comprehensive solution to the crisis.

The document clarified that the gathered parties agreed to address the current political stalemate, through this Libyan political process for the preliminary stage of a comprehensive solution, the features of which are defined by the national political program, through regulations and principles to end the crisis and reach a comprehensive solution by forming a government of national unity.

In the first article of the document, the preservation of the state’s sovereignty, civilization, unity and territorial integrity is a national duty, and that Libyans enjoy the rights and responsibilities of full citizenship and a decent life.

The second paragraph of the article included, all parties pledge to refrain from subjugating the Libyan national decision and the country’s capabilities to any external force, to refrain from bullying abroad in resolving competition in internal displacement between Libyans, and to work to achieve national reconciliation.

Regarding democracy and power, the fifth paragraph of Article 1 referred to “the use of democratic means in managing political competition, refusing to resort to force, and everyone’s acceptance of the principle of peaceful transfer of power, adherence to the rules of integrity and transparency in elections, and acceptance of their results.”

In the sixth paragraph of the article, it emphasized the reduction of centralization and the need to strengthen local governance, granting municipalities and other local institutions legal powers, and emphasizing the unity of sovereign civil and military institutions and protecting them from division and from forms of employment, in accordance with the seventh paragraph of the document.

As for the proliferation of weapons, the ninth paragraph of the first article clarified, “The exclusive possession of weapons and the use of force shall be the monopoly of the state through the official security and military establishment.

In the tenth paragraph, “Natural wealth and national resources belong to the Libyan people, and they are invested in their interest and the interest of future generations, in accordance with the principles of justice, transparency, integrity and combating corruption.”

Elections and consolidation of state institutions:

The second article of the document revealed the objectives of the national political program, which begins with reaching general elections to renew political legitimacy, which is the supreme goal of the preliminary stage. And restructuring the executive authority in the country to provide security for the citizen, end armed conflicts, unify state institutions, improve services and economic performance, develop the work of state institutions, and launch comprehensive national reconciliation.

Election time frame:

The third article deals with the time period for the elections, as it clarified that the time period for the preliminary phase of the comprehensive solution begins with granting confidence to the next government, provided that it does not in any case exceed eighteen months, and the preliminary phase ends with presidential and parliamentary elections in accordance with the constitutional rule and the agreed deadlines.

National Political Program:

According to Article Four, the national political program for the preparatory stage shall be implemented according to the following dates and rules:

The institutions concerned with the constitutional process are obligated to consult and coordinate to agree on the completion of the constitutional process. This agreement shall be concluded within a period not exceeding 60 days from the date of the start of the preliminary phase.

In the event that the constitutional path is not agreed upon or the necessary measures are taken to complete the constitutional process within seven months from the beginning of the preliminary phase – and so that the preparations for the elections are not disrupted – it is up to the Libyan Political Dialogue Forum to present the appropriate formula to complete the constitutional base and election laws after consulting with political institutions and parties Competent technical.

The executive authority and the various state institutions shall provide the necessary financial, logistical and security support to the Supreme National Elections Commission, in order for it to perform its duties in the best possible way.

The House of Representatives and the Supreme Council of the State carry out their legal duties to agree on the occupants of the leadership positions of the sovereign positions within a day.

All state institutions and political parties are obligated to implement the national political program and are jointly responsible for the necessary decisions and procedures and not to selectively deal with the texts of legislation to impede progress in the electoral process.

All parties work to fulfill their obligations according to their scheduled dates and are responsible for their work before the Libyan people, and the Libyan Political Dialogue Forum continues its work.

In the event that the required decisions cannot be issued within the specified dates, decisions on them shall be transferred to the Libyan political dialogue forum. The Libyan Political Dialogue Forum meets periodically with the conduct and support of the UN mission.

Executive management of the country during introductory stage:

Article Five states: “The executive authority in the country is managed according to the following formula:

The executive authority in the country consists of a separate Presidency Council and a government of national unity, according to the conclusions of the Berlin Conference held on January 19.

The Libyan Political Dialogue Forum defines the terms of reference for both the Presidential Council and the Government of National Unity.

The Presidential Council and the Presidency of the Government are selected simultaneously at the Libyan Political Dialogue Forum.

The new Presidency Council consists of a president and two deputies: the three regions are represented in the new Presidency Council through a mechanism agreed upon by the Dialogue Forum, and the Dialogue Forum issues a regulation that organizes the rules relating to the organization and conduct of the work of the Presidency Council.

The national unity government consists of the prime minister and a number of ministers: the named prime minister selects his cabinet ministers and two deputies from different regions.

In the formation of the national unity government, in addition to competence and merit, fair representation according to political, social and geographical diversity, with the importance of real representation of women and youth, shall be taken into consideration.

Priorities of executive authority during introductory phase:

During the introductory phase, the executive authority, in addition to the goals, dates, and rules of the national political program, shall abide by the following priorities:

The executive authority shall carry out the necessary logistical and security measures for the success of the elections through confidence-building measures, including the rehabilitation and rationalization of the media scene in a manner that preserves the national social fabric and creates a comprehensive calm.

Once there is agreement on the executive bodies, the path of national and social reconciliation will be launched in parallel to address the effects of various conflicts, starting with ending the phenomenon of illegal detention and conviction for political reasons, activating the general amnesty law, working on the safe return of the deportees and displaced persons, and reparation without dropping the special right to litigation.

The executive authority shall respect and promote human rights and positive cooperation with judicial institutions, human beings and law enforcement agencies, in addition to national and international protection mechanisms for human rights and civil society organizations. All public institutions and facilities are directed to serve all Libyans.

The Government of National Unity is committed to strengthening local administration and decentralization through the proper and integrated implementation of Libyan legislation.

The Government of National Unity is keen to rationalize public expenditures and adhere to the principles of fiscal responsibility and transparency, and make all efforts to combat corruption and effective cooperation with regulatory institutions.

The executive authority manages the foreign policy of the Libyan state in a way that preserves friendly and calm relations with regional and international partners in accordance with the rules of good neighborliness and mutual interests.

Regulations for work of political dialogue forum:

The articles of the national political program document in addition to the rules of dialogue submitted by the UN mission are controls for the work of the Libyan Political Dialogue Forum.
