Williams agress on executive authority selection mechanism as votes to be cast Monday

The Acting Special Representative of the Secretary-General of the United Nations, Stephanie Williams, announced that the advisory committee emanating from the Libyan Political Dialogue Forum had reached an agreement on the mechanism for selecting the executive authority.

Williams said, during an online conference, that the members of the advisory committee agreed, in their meeting in Geneva, to set the next Monday for a vote on the proposed executive selection mechanism.

Williams considered that a “compromise” was reached, to choose a temporary executive authority that would lead the country until the elections next December, stressing that if the vote on the mechanism succeeded next Monday, the mission would begin to receive nominations, saying that the December elections would be held according to a constitutional frame to be agreed upon later.

Voting Mechanism

Returning to the mechanism for selecting the executive authority, Williams explained that it stipulates that each electoral college nominates its representative to the Presidency Council based on the principle of consensus of 70%, and if this is not possible, lists will be formed, each one consisting of 4 people, and each candidate determines the position to run. In order for the candidate to enter the voting list in the hall, he must obtain 17 recommendations, 8 from the West, 6 from the East, and 3 from the South, and the list that obtains 60% of the votes in the hall shall win in the first round, and if none of the lists gets this. The second round will be held for the percentages of the top of the two lists, and the list with 50% +1 wins.

Williams stressed that this mechanism “is the best compromise solution reached, as it respects the regional dimension in order to enhance understanding, and embodies the principles of inclusiveness and fair representation within different population groups.”
