Bouznika dialogue approves practical mechanism for Libya’s sovereign positions

The Libyan Dialogue Teams in the House of Representatives and the High Council of State,  discussed and Saturday, in Bouznika, on the outskirts of the Moroccan capital, Rabat, what was agreed upon regarding the implementation of Article 15 of the political agreement signed in Skhirat in 2015, when it was agreed to form and name mini-working groups to name sovereign positions’ occupants.

In a joint statement, the two dialogue delegations indicated that the teams’ work will include the following positions: Governor and Vice-President of the Central Bank of Libya, President and Deputy Head of the Administrative Control Authority, Head and Deputy of the Attorney General’s Office, Head of the Anti-Corruption Commission, and Vice President and members of the High Electoral Commission, provided that the selection is made according to consistent criteria.

The work team will design nomination forms, invite candidates to submit applications accompanied by conditions and criteria, ensure that nominations conform to the established criteria and conditions, and receive nomination forms and CVs of candidates from midday next Tuesday to the end of next February 2, while adhering to the standards of competence and professionalism.

The dialogue delegations emphasized the need to take into account the geographical balance in a way that guarantees a fair distribution of all senior positions in state institutions (government and leadership positions in economic and service institutions in addition to the sovereign positions), provided that all these appointments in the aforementioned positions end with the end of the preliminary phase, while with regard to the posts of President of the Supreme Court and the Public Prosecutor, the procedures stipulated in legislation shall apply.

The two dialogue delegations affirmed their support for the efforts made by the Political Dialogue Forum sponsored by the United Nations Support Mission in Libya to form an executive authority for the interim period, and that they will carry out their responsibilities if the political dialogue efforts falter in achieving this entitlement.
