Obstacles threaten convening HoR sessions

Members of the Libyan House of Representatives meet, in Sabratha, in a session that was supposed to take place on Sunday, but – according to the members – the late arrival of a number of deputies prompted them to postpone it until Tuesday as the deputies continued to arrive in the city.

The session will be attended by about 88 members, according to the attendees, who were likely to increase the total number to more than 120, with a number of representatives not attending.

The session will be devoted to resolving all differences between the members – according to the attendees – and the exchange of views within the framework of seeking to reach a complete consensus to convene the parliament.

This will be in preparation for holding a session of granting confidence to the new government and completing the rest of the entitlements before the date of the parliamentary and presidential elections on December 24.

The members held a session in the city of Ghadames last December, which the Speaker did not attend after a session called by the Kingdom of Morocco, with the aim of bringing the parliament together.

The venue for the session remained suspended between Tobruk, Sabratha and Sirte, as the Presidency of Parliament had called for a session in Tobruk to bid farewell to the people of the city who had hosted the members since 2014 and had embraced Parliament sessions, and an inclusive session was also called in Sirte with the aim of unifying the parliament.

Both calls are simultaneous between the HoR members of Tobruk and those of Tripoli, while the first and second vice-president of the HoR suggested holding a meeting in a safe and neutral city under the supervision of the Joint Military Committee.

The quorum hurdle still faces all upcoming sessions, and if they reach the quorum, the Presidency factor remains an obstacle in the absence of the speaker of parliament or one of his two deputies in another legal problem, one or both of which may threaten any session held anywhere in the country.
