Kubis: There’s no room for leaving Geneva without deciding on Libyan constitutional basis

The Special Envoy of the Secretary-General and Head of the United Nations Support Mission in Libya, Jan Kubis, said on Monday that the Libyan people are pinning their hopes on the dialogue forum, and today are eager to end the transitional phase and exercise their political right.

Kubis stressed, in a speech during the dialogue forum held in Geneva, the necessity of approving the constitutional rule before the 1 July; in order for the Electoral Commission to prepare for the next entitlement.

Kubis said: “It is unfortunate that the House of Representatives was not up to the responsibility entrusted to it to approve the constitutional basis… I appeal to you to overcome your differences and any case of mistrust among members and build on points of consensus.”

The UN envoy added that in the event that an agreement cannot be reached, a mechanism must be defined for voting on the proposal.

He said: “There is no room for leaving Geneva without reaching an agreement on the constitutional base… Libya’s stability and unity should not be dependent on those who seek their personal interests to maintain the status quo.”
