LPDF Proposals Bridging Committee wraps up constitutional basis meetings, awaits decisive plenary session

The Coordinator of the United Nations Support Mission in Libya, Raisedon Zenenga, coordinated the fourth and final virtual session of the Proposals Bridging Committee of the Libyan Political Dialogue Forum.

The session aimed to come up with the approval of one or more of the proposals, based on the draft of the Legal Committee; in order to lay a constitutional basis for the national elections expected on December 24, 2021.

The committee had four complete proposals before it, which were submitted within the deadlines set by its members.

Committee members acknowledged that all possibilities for reaching a compromise on one proposal had been exhausted, and therefore; requested the United Nations Support Mission in Libya to refer the four proposals to the plenary session of the Libyan Political Dialogue Forum; to consider and make a decision.

The Committee agreed on a mechanism for the expected vote of the Libyan Political Dialogue Forum on the proposal(s), and the recommended voting mechanism, along with the proposals, will be submitted to the plenary session of the Libyan Political Dialogue Forum.

Speaking before the consensus committee meeting Monday, Assistant Secretary-General and Mission Coordinator for the United Nations Support Mission in Libya (UNSMIL), Raisedon Zenenga, said: “The Libyan Political Dialogue Forum started with one proposal from its Legal Committee in May, then considered another proposal from members of its Advisory Committee in Geneva. In June, it ended up with three proposals in Geneva, and now four proposals from the Program and Budget Committee.”

Moreover, three committees were previously tasked with preparing a constitutional basis for the elections: the joint committee between the House of Representatives and the High Council of State, and the legal committee and advisory committee emanating from the LPDF, without achieving conclusive results, in addition to the Proposals Bridging Committee.

The United Nations Support Mission in Libya expressed its appreciation for the efforts made by the members of the Peacebuilding Commission, and hopes that the next general meeting will come up with a proposal for the constitutional basis to enable the holding of national elections on December 24, 2021 as stipulated in the road map.

The United Nations Support Mission in Libya will facilitate the next plenary session.
