HoR reveals articles of Libyan parliamentary elections law

The House of Representatives revealed Wednesday the articles and provisions of Law No. 2 of 2021, regarding the election of the next legislative authority, which was approved by the House of Representatives, last Monday, in an open session held under the chairmanship of First Deputy Speaker Fawzi Al-Nuwairi.

The law, which was approved by the House of Representatives and published by the parliament’s official spokesman, Abdullah Blehiq, consists of 21 pages, and includes 46 articles and nine chapters, as well as the electoral districts and polling stations schedules.

The first article of the law states that the House of Representatives is the temporary legislative authority for the state in the transitional period, and that the High National Elections Commission is the administrative body supervising the management and implementation of the electoral process.

The new parliament election law requires that whoever exercises the right to vote, according to Article No. 5, be of Libyan nationality with legal capacity, and that he or she has completed 18 years of age at the time of registration, in addition to proving their national number and being registered in the voters’ registration system.

The fourth article of the law sets out the conditions and procedures for the approved candidacy, and Article No. 6 obliges the candidate to have completed 25 years of age on the day of registration, and to have obtained a university qualification or its equivalent, provided that its is accredited by the National Center for Quality Assurance and Accreditation of Educational Institutions, in addition to the recommendation of 100 voters from his electoral district, and that an amount of 500 dinars is deposited in the commission’s account, which is not refundable, and goes to the public treasury.

According to the law, the electoral districts were divided into 13 districts, distributed to the eastern and western regions and the central region, over 75 electoral centers, starting from Tobruk, al-Qubba, al-Bayda, Shahat and ending with al-Ajilat, Surman Zuwara, al-Jamil, Regdalin and Zaltan.

The law’s articles set articles on electoral campaigning, the voting system and its procedures, appeals, and provisions, in addition to the chapter on electoral crimes, which consists of ten articles.

The High National Elections Commission is scheduled to receive the House of Representatives election law, in the coming period, after it is approved by the House of Representatives to complete the necessary procedures for holding the presidential and parliamentary elections at the end of this year.
