HCS urges executive authority reshuffle before National Conference

The two dialogue committees at the House of Representatives (HoR) and the High Council of State (HCS) should meet to finalize the restructure of the executive authority, head of the HCS Khaled al-Mishri said Thursday.

Mishri urges speaker of the HoR Aguila Saleh to organize the meeting, noting that it would be an opportunity to agree on reshuffling the executive authority before the National Conference on 14 April to increase the chances of the major gathering’s success.

The restructure suggests that the Presidency Council includes a president and two deputies, rather than the current nine-member council.

The two committees have held several meetings during which they set the structure of the executive authority; however, no final decision has been made by them.

On 18 November, spokesperson of the HoR Dialogue Committee Abdelsalam Nasiya said the dialogue committees set a timeline to meet with the electoral commissions that include members of the HoR and the Presidency Council, as 40 of them should select a presidential candidate.

In August 2018, 80 out of 200 members of the HoR submitted a proposal to form a new Presidency Council for the Government of the National Accord (GNA), led by Prime Minister Faiez Sarraj, and separate the two entities to be in line with the Libyan Political Agreement signed in Morocco in 2015. Sarraj heads both the government and the Presidency Council.

According to the agreement, a Presidency Council would govern for a year while the HoR continues as the legislature until new elections are held.
