218News reveals corruption of the Libyan Government under Coronavirus cover

With the entry of the Coronavirus pandemic to the stage of fast spread throughout the country, 218News has obtained special documents that open the door wide to reveal the files of negligence, corruption and the absence of accountability.

The story begins with a letter from the Director of the Administrative and Financial Affairs Department at the Environment Public Authority in the Libyan Government to the Al-Mukhtar Center for Research and Consultation on 12 April 2020 in order to test samples for the “Delta mitrine” pesticide imported by the Crisis Committee formed by a decision of the Presidency of the Council of Ministers in the Libyan Government as part of its tasks of supplying materials necessary to confront the Coronavirus pandemic for use in spraying and sterilization operations.

Al-Mukhtar Research Center received 12 samples, and after conducting the tests, it was found that the samples belonging to those imported materials are not related to the aforementioned pesticide materials.

The response came quickly from the Audit Bureau in Al-Bayda, which in turn sent a letter to the Cabinet of Ministers of the Libyan Government on April 27, 2020, explaining many deficiencies and violations regarding imported materials.

The Bureau confirmed the results of the laboratories’ report that the materials used for spraying were free of any chemical compound, in addition to the fact that the material imported by the Crisis Committee was placed in invalid packages, plus, the name of the pesticide was subsequently printed with stickers on the packages, in addition to being not tightly sealed.

The Bureau also mentioned in its message points during which it explained many other illegal measures, especially the completion of the supply process without obtaining the approval of the Environment Public Authority and not subjecting the shipment of imported materials to inspection before the process of being shipped to Libya from a competent international company.

Also, the name of the manufacturer of the pesticide and the country of origin were not included to ensure its supply according to international standards.

The shocking violation that expresses the waste of public money came in the sixth note, where the Crisis Committee supplied quantities of perfumes and disinfectants that had nothing to do with the anti-coronavirus spraying campaign, according to the Audit Bureau’s letter.

It is worth noting that the Central Bank in Al-Bayda had published on its official page on March 25, 2020, in which it indicated the liquidation of 300 million Libyan dinars for the benefit of the Libyan Government in order to meet the urgent needs that the state needs in general and the health sector in particular to face this crisis.

This comes amid public discontent in most regions and cities in Libya due to the deterioration of services and procedures to confront the Coronavirus, and the continuing electricity, water and liquidity crises.
