Bouznika paves the way for resolving Libya’s crisis

Awaiting the convening of the UN meeting, the “atmosphere” of the first day of the second round negotiations in Bouznika, Morocco, was positive, and a joint statement was issued by the delegations of the House of Representatives and the High Council of State, in which they announced that important understandings had been reached in the first round about the mechanisms that must be taken into account in how to select the occupants of the sovereign positions.

Member of Parliament Essam Al-Jehani emphasized this point, when he said that there are 90% understandings, while the two delegations stated that they will continue official consultations and discussions until satisfactory understandings are reached for the two parties, starting from setting criteria and ending with choosing the names that will be from the three regions of Libya.

Fears

Despite the positivity that prevailed in the atmosphere of the first day of the second round of the Bouznika dialogue, member of Parliament Ziad Daghim expressed his fear of the failure of this dialogue, in the event that his outputs violated Article 15 of the political agreement, which is the article that stipulated specific elements.

Daghim pointed out in a statement to “218News ”, that the first agreement is that 11 characteristics are the subject of consultation between the two councils, and that they do not include the deputy governor, membership of his board of directors, administrative control and the audit bureau, and the second limitation is that the High Council of State, being a consultant, has no right to vote, naming or appointing, and only the right to compulsory consultation with him through the joint committee and preparing a report that is referred to Parliament for approval and voting with a described majority, which is the approval of 120 deputies, and this third determinant is the most difficult.

Daghim added that any change in the three determinants and amendment of the texts of the political agreement needs to amend the political agreement through the dialogue committee and the United Nations mission.

It is scheduled that the Libyan file will be discussed, on Monday, in a meeting to be held via video technology, called by Germany, in which the United Nations and the concerned countries will participate, in a new effort to find a political settlement to the Libyan crisis.

Saleh and Norland’s Meeting

Meanwhile, the Speaker of Parliament, Agila Saleh, is expected to hold talks in Cairo with the US ambassador to Libya, Richard Norland, as 218News learned that the talks between the two men will deal with developments in the political tracks in Bouznika and preparations for the dialogue conference in Geneva, in which political figures from The House of Representatives and the High Council of State in addition to independents will be present.

The US ambassador praised the Egyptian Hurghada talks and described them as successful, while the US embassy indicated that Norland is following up his consultations on the Libyan situation and exchanging views with Egyptian officials to support the next Libyan dialogue forum.
