Stephenie Williams: Legal conditions in Libya are improving

The Acting Special Representative of the Secretary-General of the United Nations in Libya, Stephanie Williams, considered that the human rights monitoring carried out by the United Nations Support Mission in Libya revealed a marked decline in the rate of civilian casualties in Libya.

Williams believed that many positive steps can be clearly observed on the ground inside Libya since last June; citing the peace process and de-escalation of tensions.

During her speech before the Human Rights Council in Geneva today, she indicated that the mission recorded the killing of at least 19 civilians between June 18 and September 30, pointing out that there is no alternative in the context of protecting civilians in Libya to an end to hostilities and that each party takes the initiative to lay down arms and adhere to the values ​​of peace and coexistence.

Williams warned that the outbreak of the Coronavirus heralds an imminent danger, as things may slip out of control, noting the limited access to tests and health care and the deterioration of the level of health sector institutions after more than nine years of conflict.
