Williams: Preliminary agreement on roadmap to end Libya’s crisis

The Acting Special Representative of the Secretary-General of the United Nations, Stephanie Williams, announced that the participants in the Libyan Political Dialogue Forum in Tunisia have reached a preliminary agreement on a roadmap to end the transitional period and reach elections within a period not exceeding 18 months.

In a press conference held on Wednesday evening, Williams explained that the roadmap relates to the conduct of fair and comprehensive presidential and parliamentary elections, noting that the participants in the dialogue indicated steps to reach the elections, including agreeing on the necessary constitutional basis, but she confirmed that no measures had been taken to make final decisions so far in the forum.

Williams said that the roadmap clarifies the necessary steps to unify institutions, return the displaced and guarantee their rights, describing it as a “noble call” that affirms the urgent need to hold free elections, and is based on the Security Council resolution and in accordance with the outcomes of the Berlin Conference, stressing that the participants are determined to call for unified institutions that guarantee the security of Libya.

No withdrawals … Coronavirus is widespread 

The UN envoy indicated that the forum for political dialogue did not address the names yet, as discussions are currently taking place on the competencies of the next Presidency Council.

Williams denied the withdrawal of any participant in the political dialogue, noting that three of them were infected with the Coronavirus then they were lodged in a quarantine at the hotel in which they are staying.

Military commission is in progress 

The UN envoy pointed out that the Military Committee began its discussions in Sirte in a constructive atmosphere, and made progress on the ceasefire agreement, and a press conference will be held tomorrow in Sirte to present the results of the Military Committee meetings.

Williams considered that it is the duty of the forum to fulfill the demands of the Libyan people, noting that the participants have a historic opportunity to present a unified system of governance and elections.

Hanan Al-Barasi’s death

Williams described the killing of lawyer Hanan al-Barasi as a “heinous accident” and a gross violation of human rights, and called on Libyans to leave their differences aside and focus on issues of impunity and human rights.

She said that Hanan’s killing is an important reminder to the Libyans of the importance of human rights, and it is “a terrible assassination that encourages us to unify institutions in Libya.”

Disinformation campaigns

Williams indicated that the UN mission is upset and condemns the disinformation campaigns surrounding the political forum, stressing that it will confront these campaigns.

Williams revealed that the new government will work without any pressure and will provide urgent services and the needs of the people, and added, “We are now at the beginning, and we will not be able to solve all the outstanding problems, as there are many obstacles that can occur during the political dialogue forum.”
