Power Conflict: Al-Sarraj transfers loyalty of Deterrence Force to himself from Interior Ministry

Media outlets leaked a decision by the President of the Presidency Council of the Government of National Accord to transfer the subordination of the deterrence force led by Abdul Raouf Kara from the Ministry of the Interior headed by Fathi Bashagha to be directly affiliated with Fayez Al-Sarraj with an independent financial liability.

The decision makes the deterrence force a legal apparatus and an independent financial liability, provided that the headquarters of the force remains in Tripoli, with the possibility of establishing other branches by a decision of the Head of the Presidency Council upon the request of the head of the force.

The head of the deterrence force, according to the recent decision of Al-Sarraj, shall be named by a decision issued by the Head of the Presidency Council. The force shall have a vice head named by a decision also issued by the Head of the Presidency Council; based on a suggestion from the head, taking on the functions assigned to the head of the agency in the event of his absence, and the tasks assigned to him by his head.

The deterrence force will have allocations from the general budget of the state, in addition to any other resources it is authorized to obtain, without the decision clarifying what these resources are, which opens the door to many doubts.

The decision raised many question marks as it was issued on the first of last September, that is, it was more than three months ago, but it was kept confidential and it was not mentioned in any of the official government platforms represented by the Ministry of the Interior or the Presidential Council, but was leaked through the media embodies a new form of division in the ranks of the Government of National Accord (GNA) and is an example of the struggle to extend influence in the capital.
