10 Libyan consecutive governments from Jebril to Dbeibah since 2011

On February 17, 2011, Libya witnessed a massive revolution that toppled the regime of Colonel “Gaddafi”, and the opposition established a transitional government in the city of Benghazi, after liberating the entire eastern region, while the regime’s government remained in the west, center and south of the country.

The first government was formed by the Transitional Council on March 23, 2011, and it was headed by the late Mahmoud Jibril, and was called the Executive Office. It was temporary when “Jibril” resigned from his post.

The second government, when the Transitional Council assigned Ali al-Tarhouni to form it, on October 23, 2011, and continued until November 24, 2011.

The third government, headed by the late Abd al-Rahim al-Keib, after being chosen from the transitional council, on November 24, 2011, after the formation of a “transitional parliament” that included 200 members as part of a roadmap drawn up by the Transitional Council. The government continued until August 2012.

The fourth government was headed by Mustafa Abu Shaqur in August 2012, after the Council handed over power to the General National Congress that had appointed it, and it failed to form an interim government.

The fifth government, headed by Ali Zeidan, after his election by the National Congress to form a government of “national accord” that included 27 ministries, and it continued until March 11, 2013.

The sixth government, headed by Omar al-Hassi, was formed by the elected General National Congress. It was called the “Salvation” government in August 2014 and was based in Tripoli. It did not gain international recognition, so al-Hassi resigned in April 2015.

The seventh government, headed by Abdullah al-Thani, emerged in the name of the interim government from the House of Representatives in September 2014. It did not work in Tripoli and took the city of al-Bayda in eastern Libya as a headquarters until 2021.

The eighth government, headed by Khalifa al-Ghuwail, who was the second deputy in the Salvation Government, and this government controlled large areas of western and southern Libya, during 2015. It ended after the “Skhirat Agreement”.

The ninth government, headed by Fayez al-Sarraj, the Head of the Presidency Council of the Government of “National Accord” who appointed according to the “Skhirat Agreement”, in December 2015. He was not granted confidence by the House of Representatives despite international recognition.

The tenth government, headed by Abdul-Hamid Dbeibah, after being selected by the 75th Libyan Political Dialogue Forum in Geneva in January 2021, and the government awaits its formation and the granting of confidence by the House of Representatives.
