Aguila Saleh urges dialogue committees to expedite reshuffling Presidency Council

Speaker of the House of Representatives (HoR) Aguila Saleh held a Saturday meeting with the two dialogue committees at the HoR and the High State Council to expedite the reshuffling of the Presidency Council to be led by one president and two deputies, rather than nine members.

During the meeting, Saleh urged the two committees to convene presidential and parliamentarian elections and to unify the executive authority. He emphasized that the election would end the civil war and divisions between Libyan institutions.

On Nov. 18, spokesperson of the HoR dialogue committee Abdelsalam Nasiya said the dialogue committees set a timeline to meet with the electoral commissions that include members of the HoR and the Presidency Council, as 40 of them should select a presidential candidate.

In August 2018, 80 out of 200 members of the HoR submitted a proposal to form a new Presidency Council for the Government of the National Accord (GNA), led by Prime Minister Faiez Sarraj, and separate it from the executive authority to be in line with the Libyan Political Agreement signed in Morocco in 2015.

According to the agreement, a Presidency Council would govern for a year while the HoR continues with as the legislature.

Under the deal, a nine-member presidency council forms a government with the current, eastern-based HoR as the main legislature, and a State Council as a second, consultative chamber.
